In the Court of Administrative Justice, on the one hand, requirements such as preventing the delay of proceedings, facilitating the establishment of judicial procedure unity and the high status of this institution justify the tendency to one-stage proceedings, and on the other hand, requirements such as the possibility of correcting mistakes in judicial opinions, respect for the principles of proceedings fair and providing the possibility of access to the courts leads to two-stage proceedings. In such a situation, it is very important to search for the appropriate model of the procedures and express its characteristics. The present study has tried to provide a mechanism for the optimal organization of proceedings in the branches of the Administrative Court by analyzing the requirements governing administrative proceedings. According to the recommendations of the research, by applying minimal changes in the existing situation, the advantages of one-stage and two-stage treatment can be maintained and their disadvantages can be avoided. The proposed changes, which are partly inspired by the mechanism of the specialized boards and the general board of the Administrative Court of Justice, are aimed at maintaining the primary and appeals branches along with modifying their special functions.
